REFERENCE: Section 102(d), (1), (2), and (5) National Security Act 190
1. ICAPS has given consideration to the above subject and thinks
the meal problem is in the delay and difficulty in the intelligence
agencies' obtain1 n pros ptly within their ern, Depar ?intents information
indicating that a crisis is developing,

this material, and. the calling of an ItC meeting to give it proper
attention,
any facts or information of this category
coming to the attention of executive departments and agencies outside
the 1AC, should be transmitted without delay to the DCI who will process
the material as outlined in the same directives jaat mentioned.
4* We think therefore, that the N SC should give considera
to this matter so that the Beads of all. Federal Departments and agencies,,
Chiefs of Staff, etc. would be instructed to makes available to their
intell.iLence officers, or to the DCI as appropriate facts or knowledge
re,ardin any potential international crisis affecting the national security.
