Acting Chief, ICAPS SUBJECT: Actions Taken by ICAPS DATE: 4 December 1946 The following is a list of the more important actions taken b:r the Interdepartmental Coordinating and Planning Staff since its report dated 26 November 1946: 1. Representative of CIG attended final S MNCC ad hoc committee meeting on Psychological Warfare. Committee report has been finally approved fcr submission to SINCC. Recommended reference to JCS and NIA. 2.. Returned OCD plan for teletype communications and liaison units in the agencies to OCD. Approved in principle and requested an abbreviated plan with study for Projects Review Committee and draft of LAB paper to be prepared. NIR - Scientific Russia prepared in draft and being reworked in ORE. Received acceptance from War Department and A-2 of plan for indoctrination of Senior Representatives proceeding abroad and a negative reply from State Department. No answer from Navy. 5, Called meeting for 4 December to consider exploitation of enemy documents bearing on psychological warfare (CIG 21). 25X1. Interviewed concerning his employment to make political- psychological study on USSR (CIG 20). He will submit outline of his proposed study within a week. Undertook preparation of draft IAB paper abrogating the "Third Agency Rule" as applied to GIG. 8. Collection plan implementing NIR China (CIG 19) awaiting clearance by IAB members. 9. Proposed IAB papers on production of intelligence on foreign industrial establishments sent forward and now awaiting approval of Director. 10.
