XWORANDUM OR THE DIRECTOR OF CENTRAL INTELLIGENCE:
Subject: Revision of the Charters of the JIG and the JIS.
Reference. (a) ICI Memo of 11 July 1947, same Subject.
10 The Chief of Naval Intelligence holds the view that
the relationship between the TIC and the GIG should be clarified and
fcr malized. JC, s 1569/4 was prepared by the JIG for this purpose after
due consideration of all the factors involved. This paper is considered
a satisfactory solution of the problem and was approved by the Chief of
Naval Intelligence and the other members of the JIG who also constitute
the JAB.
2. In an effort to clarify the relationship between the
JIG and the CIO the Chief of Naval Intelligence at one time proposed
that the Director of Central Intelligence act as adviser to the Joint
Chiefs of Staff and as such be subject to their control and direction;
that the JIG and the JIS be incorporated into the framework of the GIG
as a separate entity which should be insulated from the remainder of
CIO by adequate security provisions; and that the Director of Central
Intelligence preside at JIG meetings. This proposal, however, was not
in accordance with the views of higher authority in the Navy Department
which vim are set forth in JCS 169/4.
3. Intelligence in a military organization is a function
of command. Military authority must maintain direct control over
operational intelligence. In time of war some agency is needed to
consider matters of joint interest in this field. The JIC,, under the
charter set forth in JCS 1569/14, is well suited to perform this service..
4. It is expected that the primary work of the JIG mill be
the preparation of intelligence for the Joint Planners. Past experience
has indicated that the preparation of intelligence studies required for
planning, without having access to the plans} is not very effective and
is most uneconomical of effort. The Planners have been willing to
collaborate in this respect with the military members of the JIG but
not with the non-military members. For reasons of security non-military

personnel have never been given. access to military plans. The authority
over such persons is insufficient for this purpose. The preparation of
intelligence for the planners is one of the most vital services perfumed.
by OXI and since most planning is joint this should be done through a
joint agency. A suitable secure procedure for joint action in such
matters is absolutely essential. JCS 1569/ is concurred in by the Chief
Naval Intelligence. because it provides the requisite security and.
achieves an acceptable measure of cooperation and coordination between
the JIC and the CIG.
5. The Chief of Naval Intelligence as an individual member of
the JIG mould welcome the presence of the Director of Central Intelligence
at those meetings of the JIG at which matters of common interest are die-
cussed. Hover, it is believed undesirable to incorporate such a provision
into the charter. It is considered preferable to have the interested parties
se.on its merits. Likewise, it is believed that many JIC
apers,, under proper security restrictions, should be made available to the
Director of Central Intelligence, but a provision in the charter requiring
distribution of all JIG papers mould doubtless be unacceptable,
especially to the Planners.
6, The procedure set forth in paragraph 7 b. of the charter
proposed by the Director of Central Intelligence has proven unsatisfactory.

studies must have direct access to the plans,

in the JIG has proven that. a joint staff is essential in securing
expeditious action on matters of joint interest. For similar reasons
the members of the IAB have felt a need for a staff to prepare join
on matters submitted far their consideration. It is believed
oh procedure mould be more effective than the present ad hoc-
thud ,employed by the GIG. Even though the charter proposed
hint Chiefs of Staff and their respective departmental intelligence
Director of Central. Intelligence contemplates no barrier between
agencies.. it is considered better to secure, if practicable, a joint
eoint at a lower level.
With reference to paragraph 4 of reference (a), i
expected that JIC estimates will, be national in scope since they will
include pertinent contributions from the CIG. JIG estimates are not
expected to conflict with GIG estimates since important disagreements
will be clearly indicated.. In such cases it is considered sound practice
to submit all vie to the action authority.

9. The charter proposed by the Director of Central Intelli-
gence does not appear to offer a better solution to the problem of
priorities With regard to requests to civilian agencies. Any difficulties
in this connection are believed to be surmountable*
it is recommended that:
a. JCS 1S69A be approved;
b. The JIC charter proposed by the Director
