1. NIA Directive No. 1, paragraph 2 provides that "The Central
Intelligence Group will furnish strategic and national policy intelligence
to the President and the State, Afar and Navy Departments, and, as appro-
priate, to the State-'.`jar-Navy Coordinating Committee, the Joint Chiefs of
Staff, and other governmental departments and agencies having strategic
and policy functions related to the national security."
2. On October 1, 1946 GIG initiated consideration of the closest
-possible CIG-SMTCC relationshir,. O November 20, 1946 3,'M CC agreed to
certain liaison c,rocedures which 4,#ere issued for SW'NCC information in
"'TCC 330/1, and for CIG information in GIG Directive No. 17 of liecember
5, 1946. Operational details Were subse riently issued in CIG Operations
'.'emorandum No. 6 of 22 January 1947.
Since early 1946, all formal SWNCC papers have been distributed
to CIG for information. These are received in the Advisory Council, where
they are "Briefed" and given such internal CIG distribution as appears
appropriate. GIG policy papers (ircludin IAB and NIA) are distributed
to SVNCC only when they touch upon matters of direct interest to that
organization.
'`~. Upon firm establishment o' the Dissemination Branch of CCD in the
fall of 1946, two copies of all finished intelligence have been distri-
buted as a matter of routine to theSecretariat. Current policy
(paragraphs 1 and 2 above) provides CI" representation on SWNCC working
committees "when requested" in addition to permanent authorized direct

comments on the intelligence aspects of selected papers prepared by STVTN'CC
participating agencies.
