STATUS OF PROJECTS
Progress Report No. 4
Problems in which the Office of Intelligence Coordination is
involved are listed on the attached pages with brief comment. In each
case O/IC is either providing assistance to the Assistant Director(s)
concerned or is carrying the main responsibility by agreement or assign-
ment.
By making such a list available from time to time O/IC seeks to
acquaint the Director, the Deputy Directors, and the Assistant Directors
with the current business of O/IC and to provide them the opportunity
to make suggestions with respect to these problems and their solution
or to suggest other problems of which this office should be aware.
This report is divided into two parts: the first deals with
matters actively being pursued; part two lists projects considered to
have been satisfactorily adjusted for the time being, but in which this
Office retains an interest,

These projects are actively being pursued by O/IC.
1. Requirements (All Offices)
Problem: To develop adequate arrangements for providing
coordinated requirements by priority for the several
collection units.
Status: a. Responsibility has been placed on O/IC:
(1) to provide the coordination necessary in
developing general requirements guidance for
collection facilities within CIA and those in
other agencies;
(2) to assist where appropriate in reconciling
differences which develop in the course of handling
ad hoc or spot requirements covered in Regulation
70 (Functional statement of O/CD).
b. A CIA requirements committee has been established
to assist the AD /IC in discharging the above
responsibilities.
c. Consideration will again be given to the inclusion
of the other IAC agencies in an enlarged require-
ments committee as soon as some experience is
developed by the present. Committee.
d. The CIA Requirements Committee has held its first
meeting and agreed on the selection of ten high
priority countries for the preparation of guide
requirements along an agreed pattern. Individual
Offices will submit their contributions by 27 June.
Consideration of priority conflicts as between items
and Offices will follow?
2. Scientific Intelligence Committee (O/SI)
Problem: To examine the problems confronting O/SI in the field
of interagency coordination in the planning and
production of scientific reports and estimates and
to make appropriate recommendations.
Status: It has been proposed that the existing subcommittee
structure of the SIC be abandoned in favor of a more
direct approach to outstanding problems, with the
participation of the various agencies in matters of

most immediate concern to them. O/SI is examining
this proposal and the proposition that the SIC should
itself substantively review the results produced in
this way.
Efforts are being made with the military intell-
gence agencies to develop arrangements which will permit
necessary working relationships with those intelligence
units attached to operating components of the Defense
Department.

Operations (0/0, 0/PC, 0 S
Problem: To clarify and stabilize arrangements for the provision
and coordination of intelligence support for psychological
operations.
Status: The problem has been discussed with all agencies concerned.
A paper analyzing the intelligence needs, indicating the
general responsibilities for production, and setting forth
the concept of coordination is being redrafted after
consideration in the Assistant Directors meeting June 18.
5. Watch Committee (0/CI)
Problem: To analyze the operation and effectiveness of the IAC
Watch Committee and make recommendations for its improve-
ment.
Status: On the basis of its analysis O/IC has made its recommendation

in a report dated 18 April. The modifications suggested
in the report have been discussed with G-2 and with the
Department of State. It is believed that some of the
modifications can be made gradually without requiring
structural rhanaes in the Committee.
External Research (0/0, O/RR, O/SI)
Problem: To determine the optimum degree of coordination of all CIA
and IAC Agency requirements for external research and to
recommend the best method for accomplishing this coordinatio
Status: O/IC is discussing the problem with the agencies concerned.
These discussions have revealed that: in the social
science field, ERS is compiling a list of research projects
not contracted for by the Government; Government sponsored
projects are coordinated through the Research and Develop-
ment Board; a representative of the State-CIA External
Research Staff sits regularly with. the committee of the
RDB dealing with social science matters. O/SI states that
present arrangements in the scientific field are quite
satisfactory.
International Communist Movement (0/S0, O/CI)
Problem: To establish arrangements which will provide: (a) detailed
research on the organization, techniques and individuals
in the International Communist Movement; and (b) an adequate
appraisal of the aims, activities and strength of the Inter-
national Communist Movement in each country or region.

Status: With regard to (a) 0/SO is develQping a proposal to meet
this special need. With regard to (b) as a result of
preliminary discussions between the State Department,
O/CI, and O/IC, State will try to produce the kind of
periodic report of Communist activities which O/CI needs.
Temporarily, at least, O/CI will continue its biweekly.
9. Interpretation of Photographic Materials (O/RR, O/CD)
Problem: To develop the most effective arrangements by which
economic intelligence can be derived from photographic
materials within the Government.
Status: Discussions between O/RR and O/CD have developed the fact
that Graphics Register in O/CD is able to meet. present O/RR
requirements for economic intelligence derived from photo-
graphic materials either through its own resources or by
calling on the resources of the Defense Departments. It
has become apparent that O/RR has potentially a far greater
demand for this sort of intelligence than at present and
that the capacity of Graphics Register to meet this potential
demand will depend upon an augmented procurement program.
10. Exploitation of Captured Sources (0/0)
Problem: To arrange for the joint intelligence exploitation of
captured documents and materials.
Status: The directives and manuals pertaining t ASDIC and
JMIA have been approved by the IAC and t e epartment of
Defense. The manuals are being printed in the Department
of Defense and will be available about 25 June. The
agreement by which CIA will represent the interests of the
Department of State and the AEC in respect of these matters
is being prepared for signature. Arrangements are being
made for CIA representation in each of the three agencies
listed above.
11. Biographic Intelligence (O/CD)
Problem: To recommend the most effective biographic facility for the
Federal Intelligence System.
Status: In discussion thus far with other agencies it has been the
consensus that complete centralization of biographic
facilities is impracticable in the foreseeable future and
that instead the several agencies should be made fully
responsible for appropriate categories of personalities.
It has been tentatively agreed as between State and CIA
that. ultimately intelligence on foreign political personalities

should be processed by State alone and intelligence
on foreign economic personalities by CIA alone. A
proposed NSCID to cover the allocation of responsibility
in the entire biographic field has been prepared in
O/CD. This will be submitted for interagency working
level discussions.
12. Intelligence Support for OIT Commerce
(O /RR, O /CI, OSI, O ISO, 00, O /CD, General Counsel)
Problem: To secure fuller exploitation of CIA resources to support
the operations of the Enforcement Division of OIT, Commerce
Status: Initial agreements were reached at an internal CIA meeting
on I June and have been submitted to the Director's office.
Detailed arrangements are to be worked out by O/RR. O/SO
will take the matter up with Commerce to the extent
appropriate.
13. Field Relations of CIA Personnel and Service Attaches
050, 0PC
Problem: To clarify the relationships which should exist between
CIA personnel and Service Attaches in the field.
Status: O/SO and O/PC are preparing individual- breakdowns of the
problems involved and possible solutions for discussion
with O/IC and the other agencies.
14. Evaluation (0/0, O/SO)
Problem: To arrive at intra- and interagency understandings and
agreements to provide evaluation of 0/0 and 050 reports.
Status: Intra- and interagency understandings and agreements for
providing evaluation of 0/0 and SC) reports are complete
except for O/CI. Performance under these arrangements
at this stage is considered satisfactory by 0/0 and SO.

These projects are considered to have been satisfactorily
adjusted for the time being. 0/IC will keep in touch with them
from time to time, however, in order to assist in any further
steps or modifications that may be required.
1. Intelligence Support for Civil Defense
IAC-D-20/1 has been approved. CIA endorsement of FCDA
security arrangements is contained in IAC-D-20/2.
2. Foreign Service Economic Reporting
Proposed Executive Order
The Executive Order was signed on 4 June.
3. Interdepartmental Committees (All Offices)
0/IC has completed its initial review of existing inter-
departmental committees for which this Agency provides chair-
manship and those in which the Agency has only membership. A
report on this subject was submitted to the Director on 17 May
with copies sent to all of the Offices.
1+. Psychological Strategy Board
At the direction of Mr. Dulles, 0/IC held a series of
interdepartmental meetings and developed a set of papers which
were recommended to General Smith for distribution to the P3B.
The papers dealt with the general concept of the PSB, the
functions and organization of the staff, suggested agenda items,
and a proposed interim procedure pending appointment of a
Director.
NATO Intelligence Structure and Procedures
Papers on basic NATO intelligence organization, procedures
for warning of attack, and interim intelligence guidance for
SHAPE are being circulated for approval by the NATO governments.
An ad hoc committee composed of representatives of the Defense
Departments has been set up under JIC 558/l0/D to develop
policies and procedures for U. S. intelligence support for NATO.
It is not certain whether the scope of the Committee's mission
comprehends intelligence support for all NATO or simply for its
military components. If the scope is broadly construed, CIA
will seek representation on this Committee; otherwise CIA will
be given an opportunity to comment on the Committee's report.

6. NSC 29 - Protection of Strategic Resources and
Industrial Facilitieses Abroad [0/IC)
A closer definition of responsibilities in this
connection has resulted in the establishment of O/IC as
the focal point for interagency contact on NSC 29 matters
while I&S will have the major technical responsibility.
7. National Intelligence Surveys (O/RR)
The NIS Committee has agreed on a production schedule for
Fiscal 1952 which calls for the equivalent of approximately
10 NIS, and they anticipate this quota will generally be
fulfilled.
8. Intelligence Support for O/PC (O/PC, 0/50)
This problem has been raised in several connections and
may require further attention.
9. Coordinated Report of IAC Agency Intel] .i encc
Research Projects
The report has been discontinued.
10. Documentation of Aliens
The matter is being handled on a routine basis by I&S with
the Department of Justice.
