Biographic Intelligence (0/CD)
Problem: To suggest the most effective biographic facility
for the Federal Intelligence System.

Problem: To negotiate and recommend arrangements by which CIA
will represent other non-military intelligence agencies
in the exploitation of captured personnel, documents,
and materiel at centers established in the Zone of
the Interior by the JIC..
3. Exploitation of Captured Sources (0/0, 0/SO)
Status: Secretary of Defense has submitted basic directives
for IAC concurrence and comment. Action was deferred
at IAC meeting of 8 February, and will be considered
again at an early date.. IAC will consider proposed
changes in basic directives to provide for CIA repre-
sentation, in behalf of other non-Defense agencies, on
the directing level at the centers. An agreement among
non-Defense agencies, providing for CIA representation

of their interests will be approved at the same time.
Work on the implementing manuals is going forward in
consultation with CIA.
Documentation of Aliens (0/0)
Problem: To provide enabling documentation establishing legal
status for defectors and other aliens of value to U.S.
intelligence operations.
Status: A letter was sent to Deputy Attorney General Ford on
23 February setting forth the problem. Arrangements,
providing for appropriate documentation and assimila-
tion after a one-year probationary period, were
tentatively agreed upon by Mr. Ford at a conference

5. Economic Interpretation bf Fhotographic Materials (O/RR)
Problem: To examine CIA's potentialities in this matter and
the possible results of interagency collaboration.
Status: O/RR use of Air Force target research studies is
being explored.
6. External Research (0/0, O/RR, O/SI, O/CD)
Problem: To determine the optimum degree of coordination of
all CIA and IAC agency needs for external research
and to recommend, if necessary, modifications in
existing arrangements.
Problem: To recommend coordinated interagency procedures by
which the intelligence potential of foreign nationality
groups and individuals in the U.S. can be adequately
exploited.
Status: 0/0 has reported on current action and difficulties
to be overcome and has recommended certain interagency
coordination. 0/PC has indicated an interest in the
subject. Analysis is under way in O/IC,
8. Interdepartmental Committees (All Offices)
Problem: To review the existing interdepartmental committees
for which this Agency provides chairmanship and to
review the interest of the Agency in those where it
has only membership.
Status: 0/0 proposals and the comments of the other offices
have been received. Analysis is under way in O/IC.

Status: The Offices of CIA have been asked to supply current
Z 41B data regarding these committees.
10, NATO Intelligence Structure and Procedures (All Offices)
Problem: To produce a CIA position on problems relating to
(a) basic NATO intelligence organization; (b) pro-
cedures for warning of attack; and (c) interim intel-
ligence guidance for SHAPE.
Status: CIA concurrence in (a) and (b), and substantive and
administrative comment on (c) have been forwarded to
JIG.., O/IC is awaiting a paper from US Member, Stand-
ing Croup Intelligence Committee, proposing procedures
within federal intelligence system necessary to fulfill
US obligations to NATO..
11. NIS (0/RR)
Problem: To examine the need and means of accelerating NIS
production in order to meet imminent requirements
for basic intelligence.,.
Status: This matter was considered in the IAC on 8 February;
various action assignments were made (IAC-M-19).. It
is scheduled for reconsideration in the IAC at an
early date..
12. O ISO
Problems:..To develop adequate arrangements to provide for O/SO:
(a) a standing priority list of questions upon which
0/SO should collect information through its existing
facilities; (b) priority lists of collection items
for guidance planning certain O /SO operations;
(c) evaluation of O/SO reports; (d) biographic intel-
ligence support; and (e) detailed research on the
International Communist Movement.
Status: (a) A draft standing list prepared in 0/CI is being
discussed within the Agency preparatory to possible

interagency discussion. These guide requirements
would be applicable to all collection agencies;
(b) four requests for :questions are outstanding with
the various agencies. When O/CD has received replies
arrangements will be made for interagency collabora-
tion to establish priorities; (c) no action as yet,
see item 17 below, on Evaluation; (d) no action
specifically on this point, but see item 1 above on
Biographic Intelligence; (e) draft plan being cleared
in CIA preparatory to discussion with State and
eventual submission to DCI.
13. Psychological Intelligence Support (O/RR, 0/0)
Problem: To recommend the necessary arrangements for interagency
support of psychological warfare.
Status: The problem has been discussed with State and JIG.
Present arranzDments place in State the primary
resr-==atuility for providing and coordinating intel-
ligence support for psychological warfare. CIA is
responsible only for ancuring the effective operation
of these arrangements and for supplying appropriate
intelligence information. The operation of these
arrangements is being studied.
14, Coordinated Report of IAC Agency Intelligence Research Projects
0 RR
Problem: To examine whether the preparation of a coordinated
report of IAC agency intelligence production should be
continued or abandoned and to recommend the proper
location of this responsibility if continued.
Status: Under study in 0/IC.
'/15- Scientific Intelligence Committee (O/SI)
Problem: To examine the problems of O/SI in the field of inter-
agency coordination in the planning and production of
scientific reports and estimates and to make appropriate
recommendations.
Status: O/SI is engaging in discussions with members of the
Scientific Intelligence Committee and its sub-groups
to define the proper and feasible area of coordination.
Watch Committee (O/CI)
Problem: To analyze the operation and effectiveness of the IAC
Watch Committee and to make recommendations for its
improvement.

Status: Views of CIA, of certain agencies, and of the Watch
Committee personnel have been gathered, and the
operation of the Committee has been observed. A
report with recommendations is in preparation.
17. Evaluation (O/O, O/SO)
Problem: To meet the needs of the field collection offices
with respect to the evaluation of their reports by
the most appropriate means. Since CIA no longer has
an office for providing this evaluation centrally,
the question is whether arrangements can be made for
satisfactory evaluation by the users (both in CIA
and in other agencies) of the collection product or
whether there must be a central evaluation unit in
CIA.
Status: There have been some preliminary discussions within
the Agency and with State.
18, Interagency Operational Liaison (All Offices)
Problem: To review existing arrangements and practices for
conduct of interagency operational liaison.
Status: Overt offices have collaborated in review of arrange-
ments and practices and in the development of proposed
changes. These are set forth in a paper submitted for
consideration at the meeting of Assistant Directors on
5 March.
O/IC is beginning review of O/SO and O/PC
interagency operational liaison arrangements and
practices.
/ 19, Requirements (All Offices)
Problem: To review the existing arrangements for initiating
requests for information and for levying such requests
on the collection agencies.
Status: A proposal for requirements reorganization has been
prepared by the Management Office, O/IC has been
reviewing existing arrangements and the needs of the
Offices.. Tentative conclusions are: (a) that the
responsibility for initiating requests for informa-
tion is an integral part of the responsibility for
producing intelligence research; (b) that CIA Office
concern with requirements is as follows: O/NE will
not normally levy requests for information directly on
O/CD, but will obtain information from the various
producing agencies and CIA units; O/SI has developed
a satisfactory working relationship with O/CD, 0/0,

and 0/SO; O/RR has not yet had the time to develop
relationships comparable to those of O/SI, nor to
expose its dissatisfactions with existing arrange-
ments; the role of o/ci as originator of requests
for information is not clear except in a special
field; the needs of o/SO should be worked out along
the lines indicated in item 12 above; O/PC requests
for information not met by direct relation with 050,
should be levied on intelligence producing units such
as State, O/RR, etc., rather than on collectors;
(c) that some of the alleged dissatisfaction with Agency
requirements procedures arises from a failure to under-
stand the limitations on collection capabilities;
(d) that successful resolution of the problem of
operational liaison should have a corollary beneficial
effect upon the total problem of requirements.
O/IC will continue to take the initiative with
the interested offices in sorting out their needs and
responsibilities, in increasing the flow of requests,
and in seeing that they are satisfactorily met.
