There is need for ,an office" in CIA, charged with the re- sponsibility of keeping the Director fully informed as to the manner in rich this agency is fulfilling its assigned duties as outlined in the National Security Act. Such duties have been assigned "for the purpose of coordinating the intelligence activities of the several government departments and agencies in the interest of National Security". 2. To fulfill this responsibility, this office must be vested with authority to obtain factual data, within and outside of CIA. At the least this authority should be implicit in the statement of functions of the of- fice. 3. I do not believe that this office should; be charged with the func- tion of "Periodic Inspections or Surveys". It is my belief that continual vigilance is a more nearly correct statement of the function to be per- formed. It.
