1. In order that the functions and responsibilities of the ICAPS
and its relation to the other offices of the CIG may be clearly
understood by all concerned, the following instructions are issued in
amplification of the Tentative Organizational Chart, dated 12 July 1946:
2. The ICAPS acts for the Director in the coordination of all
intelligence activities related to the national security and in order
that this mission can be fulfilled, it is essential that all matters
pertaining to interdepartmental coordination be forwarded to that
Office for review and preparation of final recommendations to the Director.
3. In discharging its responsibilities, ICAPS will maintain
continuous supervision of the planning, and coordination of the intelli-
gence activities of the CIG. Consequently, it must be kept informed
of action taken eb pertinent matters by the various offices of CIG
and is authorized to direct these offices to conduct such surveys
and to take such action on related matters as it may deem advisable
to assure the most effective accomplishment of the national intelli-
gence mission. Such direction in each case will be forwarded through
the Executive Office
4. The responsibilities for establishing and. coordinating
procedures for CIG liaison with participating departn ntq properly
being a function of ICAPS, the Departmental Liaison Division of the
Executive Office is hereby termini ed and the responsibilities of
that Office transferred to ICAPS.
