SUBJECT : Reorganization of ICAPS
1. Shortly after my assignment to the Central
Intelligence Agency, consideration was given to
a proposal for the reorganization of ICAPS. A
letter of notification to the IAB members was
prepared but not forwarded. (Attached hereto.)
2. After serving, as a member of 'ICAPS during
the past year, it seems to me that the functions
listed therein are more realistic with respect
to existing; requirements for inter-departmental
coordination than the functions presently
assigned to ICAPS.
3. It is recommeinded that consideration be
given to approving the plan as proposed, and
acceptance of the functions, with minor changes,
such as adding the Joint Staff to paragraph 5, b (1),
and changing CIG to CIA in paragraph 5, b (3).
