1. Since the effective date of Program for JRDB-CIG Cooperation in the
Field of Scientific Intelligence, corresponding to date of signature of agree-
ment by the Chairman JRDB and Director CIG as of 10 January 1947, the following
is summarized in connection therewitb.
a. During the month of Febfuary limited collaboration only was possible,
under the program'on the part of JRDB or CIG.
b. During March a number of JRDB committee meetings were attended to
discuss scientific intelligence requirements and capabilities, organization,
Function and liaison arrangements. At a meeting of the Executive Council
JRDB attended on March 25 assistance of JRDB in staffing the.Scientific Branch
was welcomed and requested under the Program. On March 25 the Acting Chief,
Scientific Branch reported to 0 in accordance with letter of instruc-
tions from the Executive Director. The problem of securing qualified
personnel for assignment to the Scientific Branch, including a Chief, was
discussed at some length.
c. During April requirements were received from JRDB for available
intelligence on foreign transonic and supersonic wind tunnel facilities.
Data in this connection were transmitted April 17. The Nuclear Energy
Group (formerly the intelligence group of Manhattan District) assigned
during February made contact with JRDB Atomic Energy Committee on a
special project. This Committee was not entirely organized in Anril and
accordingly little collaboration was possible.

d. As of May and currently, the establishment of JRDB liaison
with GIG was requested and secured. Primary nurnose in this connection
is to afford JRDB a flow of existing and current scientific and technical
intelligence, also information rrincipally in the nature of technical
data. Assistance of JRDB was requested in the formulation of a National
Scientific Intelligence Program, based u--)on the composite fields of
interest, which would augment the existing requirements of the IAB
agencies. Limited nrovress only has been attained in this connection
owing to committee and panel limitations in JRDB and lack of personnel
in Scientific Branch groups corresponding.
e. Aside from intelligence requirements which have been received
from JRDB on a continuing basis and which are being met -progressively
certain requests have been received for information in the nature of
technical data. It would annear that the latter should be kept to a
minimum if JRDB can secure such information through research and develope-
ment channels.
f. Insofar as possible JRDB committee and panel meetings have been
attended by personnel from the Scientific Branch in order to keen current
with developements and foreign intelligence requirements. Request was
made to JRDB for the equivelent status'of associate committee member for
representative from this Branch specializing in BPS.
g. In order to coordinate action in meeting JRDB-CIG National
Scientific Intelligence requirements., which will augment and not duplicate
IAB requirements., action was taken by ICAPS to establish the direct contact
.of the Scientific Branch with Army-Navy-Air Scientific-Technical Intelligence
functions for that purpose.

i. Active relationship of the Nuclear Energy Group of the Scientific
Branch with JRDB has not developed to date. With the activation of the
Atomic Energy Committee action in this connection with JRDB will be
possible. The relationship of the NEG rith the Atomic Energy Commission
is covered as follows.

2. a.Day to day relations working sections in
the Atomic Energy Commission have continued. As an examnie, during the month
of May at:r records indicate a total of 37 communications to the Commission,
broken down as follows:

b. In addition, there have been exchanges of letters between the
Director of Central Intelligence and
I' one of the
Commissioners, and between the Director and
of the Mi1itar25X1
Liaison Committee relative to furnishing general intelligence products of

the Central Intelligence Group.
e. The draft of an understanding for mutual cooperation between the
Central Intelligence Group and the Atomic Energy Commission, rhich
delivered on 14 April, has as 825X1
received no formal reply. However, informal comment has indicated that it
is receiving attention and being discussed. On 20 March, it was recommended
to the Security Division of the Commission that war-time directives to the
various branch offices to submit nosi.tive intelligence items which came to
their attention be reaffirmed and reoriented in line with current require-
ments. The Security Division of the Commission did imnlement this on
21 April with a lett{r to branch offices.
d. Among the communications of the Commission were conies -rf the
National Scientific Intelligence Requirements - Nuclear Energy - USSR for
comment and criticism.
