I suggest the next step is to submit this to the Director via ICAPS and get IAC agencies to agree to accept these guides. OCD put in the usual beef about non-coordinating with Industrial Registry, Biographic Registry and OSI. We had pretty well discussed the pro's and conts on this and decided that these offices would not be concerned since there specialized requirements are pretty well taken care of. We also wanted to avoid a more than 'tone layer deep" guide. 25X1A However, I suggested to (OCD) that they make a trial run on this guide and see what IR,, BR-and OSI had to offer.
