Experience, both in GIG and JIC, has indicated that too fre- quently estimates must be prepared as a matter of urgency. This does not allow sufficient time for the vote system proposed by Admiral j Inglis. The JIC has recognized this fact by authorizing the JIS to act for it in such cases. We have therefore proposed that each IAB member designate a representative to act for him. This representa- tive will work with ORE in preparing the paper, and will thus be thoroughly familiar with the background and will constitute a direct contact between ORE and the departments.
