Approved For&lease 2001/08/28 : CIA-RDP67-00059400200200096-2 COP 'IDENTIAL E N C L 0 S U R E INTELLIGENCE ESTIMATES PREPARED BY THE CENTRAL INTELLIGENCE GROUP Memorandum by the Chief of Naval Intelligence THE PROBLEM To establish a. procedure for considering intelligence estimates prepare by the Central Intelligence Group. FACTS N.I.A. Directive No, 1, paragraph 2, directs the Central Intelligence Group to furnish intelligence estimates to the President, the State, ?-Tar and Navy Departments, etc. N.I.A. Directive No. 1, paragraph 6, directs that intell:. Bence reports prepared by the Central Intelligence Group will note any substantial dissent by a participating intelligence agency. The Central Intelligence Group on 23 July 1946 produced an intelligence report entitled ORE-l. There is no indication in ORE-1 as to what approval or concurrence it had by the intelligence agencies having functions relating to the national security prior to its dis- seiination. DISCUSSION Intelligence reports produced by the Central Intelligence Group are likely to be an important segment of factors enter- ing into a vital estimate or decision.. Consequently it is essential that such reports have the concurrence or comment of the i'rincijal intelligence agencies of the government having functions relating to the national security. Such agencies at present are represented by the permanent members of the Intelli- gence Advisory Board. (b) That the procedure for considering intelligence estimates prepared by the Central Intelligence Group should be a vote system similar to that used by the Joint Intelli- gence Committee for such purpose. (a) That the procedure for considering intelligence estimates prepared. by the Central Intelligence Group should be 2 vote system similar to that used by the Joint Intelli- gence Committee for such purpose. (b) That this paper be placed on the agenda for consicJ- eration at the next meeting of the Intelligence Advisory B oar d.
