SUBJECT : EPB Action on Draft ORE 22-49
REFERENCE : Memo Chief, D/Pub to Members EPB Same Subject 12 Jan 1950
1. Subject ORE has been considered primarily in the light of suggestions
made by D/LA in their Intelligence Production Rectuirements of 23 November 1949,
particularly Part 111, Considerations Common to All IntellI,aence production.
2. In paragraph b of this paper, D/LA pointed out that, among products
that were termed encyclopedic, it would be desirable to consider, in addition
to the NIS series, certain products along both area and functional:lnes in
gaps left by NIS series. Subject draft ORE seems to be such a product and
therefore, provided its technical merit is considered adequate, it might
well be published by ORE even if it does not fit neatly into existing series
of publications.
3. D/LA member EPB therefore recommends to Chairman that:
a EPB authorize, or, if approval of higher authority is necessary,
recommend authorization, of a new series of studies;
b D/Pub be instructed to recommend to EPB the title, standards, and
precise limits of this series, these limits, however, to be sufficiently
flexible to include publications to which one or more of the following
characteristics would apply;
(1) Product is substantially basic intelligence but does net
overlap immediately pending NIS products;
(2) Product is the result of CIA work in assigned fields "of
common concern";
(3) Product is designed to be useful to working level personnel
rather than valuable to the policy-planning levels receiving
existing CIA series of publications.
