Md1ORANDUM FOR THE ASSISTANT DIRECTOR, R,:PORTS AND ESTIMATZS:
1. Recent interagency and 010 internal discussions indicate the
necessity of determining what exactly was meant by the drafters of
the President's letter of 22 January 1947 by the term or terms "stra-
tegic and national policy". ;---
2. It is known that Mr. Lay and Mr. Montague of ORE participat-
ed in the preparation of the letter.
3. It is, therefore, requested that they be directed by you to
prepare and present to ICAPS by February 7, 1947 a documented brief
designed to.clear up.the point,'and to be sufficiently authoritative
through use of citations of minutes, eta., to carry weight with the
IAD and the NIA.
