3. The following comments are offered on CIO 20, subject: Produc
tion of Political Psychological study on USSR.
a. No similar study is now available.
b, ? A study of this nature would be of value to ORE.
ORE is not prepared at this time to nke such a study.
d. The extent to which CIG should be held responsible for

(1) A specialist or specialists in the particular

Course (1) would seem to be preferable at this time .
In either case it would be advantageous for an ORE repre -
semtative to discuss the study with the specialists prior
to their starting work on it.
It is recommended that the plan proposed in CIO 20 be carried
out subject to the commeD S contained in paragraph 14, above.
