I. Intelligence Production
1. New System for production of Staff Intelligence adopted.
The Branches have begun to use o ontributions submitted by IAC agencies
specifically for incorporation CIA Staff Intelligence. On the basis of
interdepartmental disousat d, the IAC agencies make oommittments to
supply a draft of those parts of a Staff Intelligence project pertinent
to their field of primary interest. It was felt that this procedure
would (a) speed up the coordination of the finished project (b) reduos
the number of inconsequential dissents from the IAC agencies, and (a)
indioa#e the degree to which CIA can safely count on inter-departmental
support in the production of Staff Intelligence. The initial trials
of new procedure have revealed some difficulty in producing reports
of a satisfactory standard based on research oohduoted by various persons
over whom CIA has-no control. The system will be continued, however,
until it is definitely established that it will or will not work.
2. Basic Intelli ence Program Prooeedi
On the assumption that the decisions made by the IAC on 16 June con-
cerning the NIS program constitute tentative approval of that program,
the NIS committee has begun to put the Program into operation. Full
operation will depend upon the final IAC decision concerning the rate
of production of the National Intelligence Surveys. In, the meantirie,
preliminary decisions and arrangements are being made insofar as
possible before the final decision as to the production rate.
3. Scientific Situation Report Begun.
A Scientific Situation Report on is being prepared with
emphasis on basic research. The study should reveal specific inade-
quacies in current information from that area and should be helpful
In planning remedial action.

II. Intelligence Requirements
While this office continues to attempt to make its system for formulating
intelligence requirements as effective as possible, its inability to
exert any substantial influence over the flow of information from
collection agencies operating abroad was emphasized during the past month.
In addition to the situations discussed in previous monthly reports to the
Director, detailed studies were made of the inadequacy of the information
com .ng from Western Europe, the Near Bast and from .North China a.nd
Manchuria. The reports were brought to the attention of OOD for remedial
action, but it should be pointed out that OCD shares the inability of
this office to direct the collection effort of the IAO agencies and 0S0.
1119 Adequacy of Intellihence Information and Intelligence
1. Reporting from the field. Reporting continues to be short of the

although information furnished by the Office of Operations is increasing
in value.
? 2, Intelligence Coverage CIA
Informal advice from the staff of the National Security Council
indicates that the intelligence produced by this office is usually
directly applicable to problems under consideration by the council.
It is hoped that close w orking-level liaison will make the intelligence
even more pertinent, and that increased production can be planned to
cover all topics of interest to the 1180.
IV. Efforts to Facilitate Intellil;enae Research and Production
'1,, A tentative working-level agreement has been reached with OIR (State)
concerning the handling of the external research program of the 'two
agencies. It has been agreed that (a) the matter should be handled as
a joint program (b) State will furnish the services of Mr. Evron
Kirkpatrick to head the program, and (c) this office will contribute
an assistant (P-5) and a secretary. Mr. Kirkpatrick has made an ex-
tensive survey of the capabilities of universities and private research
institutuions to provide research assistance in the social science fields
and has been instrumental in formulating plans for the foundation of an

The program
will shortly be ready to coordinate with the other IAC agencies and should
provide valuable support to the Governments intelligenoe effort. A draft
working agreement between State and CIA for the program is under prepara-
tion.
