1, Considerable confusion developed between t/ssc and 1i/ 'ub over the
editing and reevi of intelligence emorandum 253 on 12 December 1949.
In accordance with standard operating procevdure, 0/hib reviewed and
edited the D/ draft submission of 1&253 and took the revised version
to D/Ec for consultation anc negotiation. D/Fub allotted, three hours
for conference on the paper, a period of time which is considered more
than adequate for negotiating a final draft of a fivee?.page s crar&?um.
d)/Se representatives declared themselves unable to disco ;, the draft
revision with /Pub in the time available. After some dele'y? the matter
was referred by D/ to Df t`3R: who decided that in order to, met the
deadline of the requester the unrevised C/ draft would have to be
printed and sent forward,
2,; In the interest of avoiding such situations in the future and in
order to c clOar what kind of changes f/d sought to make in the
0/: draft submission of I -253x, the two versions have been drawn up in
parallel columns and attached to this .memorandum. In comparing the two
versions, it must be borne in mind that the U/Fub draft revision was pxe-
pared in the expectation that Dlk;o and 1/Pub rep sentt tivoe would go
over it together and that any errors in fact or distortions of emphasis
would be corrected during that ccnsl?tetion..
B/Pub regards its draft revision of 11.?253 as representative of the
level of presentation to which CC' production should be brought before
,0/Pub# i exercise of Its review function under j~D/aus? approves its
publicat cn and dissemiination. In order to make possible increaser: cooper
