SUBJECT: Intelligence Committee for the Preign Information
Program and Planning for Overt/ Psychological Warfare
1. The National Security Council is cur ntly considering and
will probably shortly approve its Directiv No. 59 providing for the
conduct of the national foreign informati n program in t1me of peace
and the planning for overt psychological arfare. For these purposes,
NSC 59 provides for the establishment within the Department of State
of an interdepartmental organization c silting of a director, policy
consultants, a CIA consultant for maters relating to planning under
the NSC 10 series, and an interdepar ental staff. On the staff, this
Agency is represented by a full tim member whose responsibilities are
to act as a foreign intelligence a iser to the interdepartmental
organization.
