MEMORANDUM UR TIC CENTRAL INSP. jIGENCE AGENCY SUBJECT: Estimate of Losses of petroleum, petroleum products, storage facilities and transportation from Enemy Agents and Supporters in Event of War with Russia JCS DECLASSIFY / RELEASE INSTRUCTIONS ON FILE 1. In order for the A-N Petroleum Board to prepare studies on the im- mediate availability of petroleum products to the Military forces in event of war with Russia and to recommend appropriate action to the Services, guidance is necessary in regard to the extent of losses that may reasonably be anticipated as a result of efforts of enemy agents and supporters in the United States and as practicable in certain other nations. 2. It is requested that the Central Intelligence Agency provide the A-NPB with estimates or with information on which estimates may be based covering the following for the periods D plus 10, D plus 2U, D plus 30, D plus 60, D plus 90, D plus 120, D plus 150, and D plus 180. a. Losses, in percent, of effective and operative commercial tanker transportation capacity. It is suggested that this include consideration of dock facilities. b. Percent of tankers permanently lost. e. Losses, in percent, of rail transportation capacity as applied to tank care. d. Losses, in percent, of petroleum pipeline transportation capacity. e. Losses, in percent, of refining capacity. f. Losses, in percent, of commercial stocks and storage facilities. 3. It is requested that the data for the United States be provided for major general areas, East Coast area, West Coast area, Gulf Coast and in- land areas as well as for the total US. 5. As applicable and available, it is requested that similar estimates on the British Isles, Canada, Panama, Venezuela and Colombia be provided. considered 6. If/estimates on the above cannot be made available in the near future it is requested that interim approximations be provided as soon as possible and that any revisions be transmitted to the Army Navy Petroleum Board as developed.
