SUBJECT: 1963 Special Study on Personnel Security in CIA
1. At the Director's morning meeting on 15 October 1971,
Mr. Helms said that he had been asked to make the keynote address
at NSA's "National Security Week." This is an internal thing
at NSA that concentrates on personnel security for a one-week
period. After some discussion among the group, Mr. Helms
decided to accept the invitation and asked the DDS
~to put together material for the speech. I told
fter the meeting that we had made a study of personnel
security in the Agency in 1963 and offered to make a copy
available for whatever use it might be. said he would
be delighted to have it.
2. The report was completed and given to McCone in October
1963. He was pleased with it and mentioned to Clark Clifford,
then Chairman of the PFIAB, that he had such a report. Clifford
asked if he might have a copy. McCone asked Jack Earman if the
IG report could be sanitized to conceal the fact of its being
an internal IG report. Earman assured him this could be done.
A sanitized copy was prepared, and McCone sent it to Clifford.
3. On the afternoon of 15 October 1971, I delivered to the
DDS a burn copy of the sanitized version of the report.
