FOR THE SECRETARY OF DEFENSE THE CHAIRMAN, UNITED STATES IN T LT C: BOARD SUBJECT: Counterintelligence Programs; Programs for Safeguarding Intelligence and Intelligence Techniques and Methods; Personnel Security Screening and Clearance Programs At the request of the President, the President's Foreign Intelligence Advisory Board to currently re-exa ining various aspects of the subject the light of recently-do weloped information reelaatia Soviet intelligence apparatus of sensitive foreign Intelligence operations of the United States Govern ent and of friendly foreign governments which have been recipients of United States classified intelligence and operational data. To facilitate the Board's review it is requested that the departments and agencies concerned provide the Board with the results of studies, both internal and interdepartmental, which have been initiated by various elements of the Department of efense, by the Central Intelligence Agency and by the United States Intelligence Board. A panel of the President's Board will convene during the week of October 7 to consider these matters further. Accordingly, it would be appre- ciated if you would provide the Board by October 7 with the studies completed as of that date. With respect to those studies which will not have been corn- pleted by that date, the Board should be informed as to the estimated date when each will be completed. requested that your submissions to the Board Include advice as to any modifications in the captioned programs which have been made or which may be contemplated in the light of conclusions reached in the course of the studies referred to above. eorgee Bundy cc.
