Dear Bob : The Central Intelligence Agency now conducts a polygraph Interview with all personnel, civilian and military, who enter on duty with the Agency as permanent employees or for a specific tour of duty. There are significant numbers of people from the Department of Defense, however, who work full time with Agency people on Agency pre- mises, but who do not process through our entrance on duty procedures Responsibility for the total security processing of these people remains with the parent service, and does not normally include a polygraph inter- view. In view of the extremely sensitive nature of many of our joint acti- vities, particularly those at the National Photographic Interpretation Center, I believe our mutual interests would be better served if polygraph interviews were made a part of the normal selection process. I recommend, therefore, that the Armed Services, including the Defense Intelligence Agency, conduct a polygraph interview as a routine part of the process of selecting military and civilian personnel for assignment to these joint activities.
