What
What does now appear to be hi hly prOable, ac-
cording to Mr. Hightower, .is a vio en s a 'eusp of the
whole complex of foreign undercover activities carried on
by many divisions of the federal government.
The President now has appointed two 'boards to
tell him what to do about the CIA and related operations.
One, headed by retired Army -Grfr.- Maxwell D. Taylor,
t is surveying on a grand scale U.S. intelligence, semi-
military and guerilla warfare capabilities. It won't report
until mid-June.
The other, actually a reorganized agendy originally
created by former 'President Eisenhower 'about six years
ago, will serve as an 'advisory' cornmittee on all intelligence
activities. Mr. Kennedy has picked Dr. James R.' Killian
Jr. to direct this group.
The President has let it be known that "at the mo-
ment". he has no plan to make any change in Mr. Dulles'.
