suBJECT: Proposed Revision of R 60-110, Draft B,
dated 14 May 1959
As with NIEs, the release of National Intelligence Surveys to foreign
governments is governed by U.S. Intelligence Board actions and directives. We
believe R 60-110 should specifically exclude national intelligence and propose
the following synopsis be added at the head of the regulation:
"SYNOPSIS: This regulation prescribes Agency policy and
responsibilities for the exchange of classified information
with foreign governments. It does not cover the exchange or
dissemination of national intelligce which is controlled by
the U.S. Intelligence Board inding e release of National
Intelligence Surveys (NIS) w h is spel iiifically provided for
in USIB-D-51.33 and revisib"ns thereto.,"
Paragraph 3.g could then be deleted..
