3. Certificat.on of funds for this contract will be handled under the
procedure approved by the Director of Central Inte?.i.l_gence on 15 December
195-0 which, in effect, results in all covert expenses involving issuance of
Treasury Checks being accumulated in a separate account within the Finance
Division. The amounts in this account will be periodically scheduled for
certification of the vouchers by the Director. This procedure eliminates
the necessity for a separate certification of authority under Section 8(b)
of Public Law 110, 31st Congress (formerly 10(b) - see 35-507 dated 7/7/58)
for each contract.
4. The following comments describe the procurement hereby effected,
the terms and provisions generally of this contract/amendment, and a resume
of rna or issues negotiated:
Contract No. HU-1120 covers the procurement of 2,240,000
gallons of PF-1 fuel for delivery to Beale AFB, California,
and Incirlik AFB, Turkey. This procurement is with Humble
Oil & Refining Company, Texas, who submitted a Fixed Price
bid in competition with other suppliers (Ashland, Shell,
Mobil). Humble submitted the lowest Fixed Price bid F.O.B.
for these particular destinations for specification fuel.
These bids were evaluated by the Air Force and the request
made to CIA to procure the fuel.
