Reference letter #2k708 dated 27 February 1958 which
concerned the necessity for all sonlractors to attach Certificates
of Service to their invoices when presenting then to your Finance
Officer for payment of services provided by their technical service
personnel.
This office agrees with your reeomnendaticns. Inclosed is a
suggested letter covering this subject to be sent to laskheed,
Remo-Wosldridp, Ryeoa, Perkin.?Zlaer, and Westinghouse. Copies at
T.O. 00.25-174 we also inclosed for distribution to the contractors.
Retroactive Certificates of Service were not requested from
the contractors since the monthly status reports of past technical
representative services appear to be in sufficient detail to satisfy
the needs Of the Finance Officer. Two copies of all status reports
have been or will be sent to the Finance Officer for the parted
through 30 June 1958. The contractors should be in a position to
eeoly with the inclosed letter beginning 1 July 1958?
SAC has been requested to forward three espies of all Corti-
floats* of Service to the WSPO In lieu of their Air Force Finance
Officer. Two copies will be forwarded to your office for subsequent
processing and payment of contractors' invoices. SAC has also been
advised of the procedures which all contractors are to follow In
regard to travel by their technical representatives.

Contract Technical Services Performed

1. The WSPO has been advised that For contractors are forwarding
invoices for payment without attaching Certificates at Service evidencing
that such services were actually performed.
2. Your attention is directed to AYR 66.18 and TO. 00.25-174 (inclosed)
which require eoatractors to attack Certificates of Service when presenting
the Air fares with invoices. For purposes of the 700 program, the following
procedures will apply:

will submit an a monthly basis a Certificate of Service, in the format
prescribed in Appendix III to T.O. 40-1749 to the Air Force super-
vinery off leer. Zs Certificate of Service meat be in strict conformity
with the proscribed format, and each will be prepared on a single 8 x 10*'
sheet of paper utilising both front and back sides. The SAC using crpai-
aation is familiar with these procedures and can advise the eaatractors$
representatives with any problems they may have*
b. The Certificate at Service will be prepared in the number at
copies required by the using activity*
o. The SAC supervisory officer will sign the certificate only
after satisfying himself that the contrast technical services have been
performed and that the time period available for duty, and other required
data enumerated on the format, are correct and completes
d. The original signed copy will be returned to the technical
service personnel who will forward the completed fare to their respective
oaspanies.
e. When presenting the Contracting Officer with invoices for
services rendered, the contractor will include as attaehsents to the
invoices the original signed copy of the Certificate of Service for each
contract technical service personnel who has provided the contractor's
service to the Air Force under the contract amber specified on the
invoice.
