SUBJECT: Concurrence in Amendment No. 21 to Contract No. SC-58
with Lockheed Aircraft Corporation, Project IMALIST
(Air Force)
1. This mssorandin contains a recommendation submitted for
concurrence of the undersigned. Such recomuasndation is contained
in Paragraph 6.
2. Contract No. SC-58 covers Contractor-furnished aircraft
technicians for the Air Force during the period 1 July 1957 through
30 June 1963. Amendment No. 21 to the contract has been drawn to
provide additional funds for FT-63. The amendment also liquidates
FY-1962 funds.
3. "Air Force" No Year Funds should be adjusted as follows:

8y concurrence to this memorandum the Acting Comptroller signifies
that sufficient funds are available for this obligation.
4. The services and equipment being procured by this Amend-
ment No. 21 to Contract No. 90-58 are in furtherance of the OXCART
Progrea, the nature of ithich cannot be publicly disclosed for
security reasons. The undersigned Contracting Officer therefore
determines that this procurement must be accomplished by negotia-
tions pursuant to the authority of Section 3(a of PL, 81-110 and
Class Determination and Finding, CXC-2182, signed by the DDCI on
25 October 1961.
5. Certification of funds for this contract will be handled
under the procedure approved by the Director of Central Intelligence
on 15 December 1956 which, in effect, results in
issuance of Treasury Checks being in a separate
account within the Finance Division. The amounts in this account
will be periodically scheduled for certification of the vouchers by
the Director. This procedure elia4nates the necessity for a separ-
ate certification of authority under Section 8(b) of Public Law 110,
81st Congress (formerly 10(b) - ree 85-507 dtd 7/7/58) for each con-
tract.
