3. Certification of f'.inds for this contract w ili_ to handled under the
procedure approved by the Director of Central Inte?_].igence on 15 December
1956 which, in effect, results in all covert expenses involving issuance of
Treasury Checks being accumulated in a separate account within the Finance
Division. The amounts in this account will be periodically scheduled for
certification of the vouchers by the Director. This procedure eliminates
the necessity for a separate certification of authority under Section 8(b)
of Public Law 110, 31st Congress (formerly 10(b) - see 35-507 dated 7/7/58)
for each contract.
4. The following comments describe the procurement hereby effected,
the terms and provisions generally of this contract/amendment, and a resume
of major issues negotiated:
Contract No. SH-511 covers the procurement of fuel (PP-1)
for installation at fuel tank farms at OXCART Staging or Tanker
bases. Due to conditions caused by loading, shipping and packing,
Contractor has delievered fuel in quantities slightly in excess
of contract requirements. However, such variations in quantity
are provided for in the Schedule and General Provisions of the
contract.
Amendment No. 4 has been written to correctly reflect the
exact quantity of fuel that has been delivered under Item 1 and
to adjust the price therefor. The total of such increase results
in an increase in contract price of $21,497.19. However, the
contract obligates a total of $81,497.19, of which $60,000 is to
cover a under obligation under the basic contract.
