Approved For Release 2003/10/14: CIA-RDP67B00446R001,t 11- j 11 May 1965 MEMORANDUM FOR Admiral Raborn The attached memorandum describes plans of the National Amateur Aquatic Foundation, Inc., to build a swimming pool of Olympic standards in an air - conditioned building to be used during the entire year. Plans Include parking facilities, spectator seats, etc. It would be open to the public. 'T'here is a strong move afoot to locate the pool on some forty acres of Bureau of Public Roads land adjacent to our Headquarters building. Senator Daniel Brewster of Maryland and Senator Robert Kennedy of New York are among the supporters of this project. Senator Kennedy will probably call you today, 11 May, to inquire whether the Agency would have any objection to locating this facility on Bureau of Public Roads property. I have looked into it and believe your response should be as follows: We endorse the project in principle and would have no objection to Its being located on Bureau of Public Roads property provided that it Is not too close to our boundary fence and building. However, we should like to see the actual plans before making a final commitment. For your guidance, there have been for years and will continue to be efforts to get part of this Bureau of Public Roads property for the construc- tion of additional large office buildings such as ours. (In fact, the Bureau of Public Roads Itself wants to construct an office building.) In my judgment, it would be very much to our advantage to encourage the development of this land as a recreational area. This would preclude the construction of another office building with all of its traffic and associated problems. In addition, it to entirely conceivable that we might want another piece of this land for a building of our own some day, and we should do everything we can to dis- courage anyone else from pre-empting us.
