WASHINGTON - There is a good deal of speculation about
changes in the government's high command if President Johnson
is reelected in November. The White House officially says no
changes are being planned or considered, but there are changes
being discussed by White. I-iouse aides with Congressional leaders.
In addition to the previously reported change in the State
I ep;:rtment with McGeorge Bundy replacing Dean Rusk as
