Summary of Congressional Comments Regarding
Southeast Asia - 28 July 1964
On 28 July 1964 Senator Wayne Morse inserted in the
CONGRESSIONAL RECORD an editorial from AVIATION WEEK
AND SPACE TECHNOLOGY, entitled "The Escalating War. "
In sum, the editorial opined that the United States is losing the
war in South Vietnam and that United States participation will be
increased after the Presidential election.
Senator Morse stated that he is preparing a major speech
on this subject, wherein he will document the international law
obligations which the United States Government is currently
violating.
