1. Delivered to Mr. William R. Pitts,
Administrative Assistant to Representative Leslie C. Arends (R. Ill. ), a

2. Delivered to the office of Representative
L.Mendel Rivers (D. S. C.) a letter from the Director expressing appreci-
ation for Mr. River's work as chairman of the Armed Services Subcommittee,
which reviewed and secured passage of the Agency retirement bill. The
young lady present in the office indicated that the entire office staff, with
the exception of herself and one other, is with the chairman in Charleston
working on the campaign, and indicated that she would forward the letter to
Mr. Rivers in the district.
3. In the absence of Chairman Vinson and
Mr. Blandford from the city, I delivered the Director's letters to them to
Mrs. Oneta Stockstill, Executive Secretary, House Armed Services Committee
Staff. Mrs. Stockstill thanked me very much for coming by and indicated that
the chairman has speaking engagements in the state of Georgia through the
18th of November. It is expected, however, that he will be back in Washington
from approximately the 19th of November through Christmas. Plans for
having the Director out to the headquarters will of necessity have to be put
up at least until that time. The Director's office has been notified.
4. Received a call from Mr. A. Morrison
in the Legislation office of Air Force J. A. G. advising that his office is
undertaking a codification of the Missing Persons Act, Sections 1001 et. seq.,
Title 50, U. S. Code, as amended this session, for inclusion in Title 37,
Military Pay and Allowances. Mr. Morrison suggested that he would appre-
ciate meeting informally later in the week on the format being proposed by
his office.

in the office of Senator Thomas J. Dodd, and learned from his secretary
that it had been decided at least for the current issue that Senator Dodd
would not write a rebuttal article for the American Security Council
newsletter on the subject of Soviet arms build up in Cuba. (Martin had
previously advised me that he was going to discuss this matter with 25X1
McGeorge Bundy as well as the Senator.)
