SUBJECT: Meeting with Congressman Hays re. H. H.R. 6277
1. Agency'?s views on H. R. 6277 have cleared BOB -
present to Congressman Hays.
2. Blind memorandum detailing the cases we would
cover by retroactive amendment - give to Congressman Hays.
3. Suggested language to achieve retroactivity - give
to Hays.
4. Indiate that we have seen Secretary Crockett on this,
and he approves and that we have worked with Al Westphal of the
Committee and Bill Woodyear and Ed Lyerly, of State, on this.
Indicate that we have broached the question of retroactivity to
Senate and House Civil Service Committees, and they have no
objections to this move (They have jurisdiction over Sick and
Annual Leave Act).
