SUBJECT : Proposed Executive Order Amending
Regulations Relating to the Safeguarding
of Vessels, Harbors, Ports, and Water-
front Facilities of the United States
1. In accordance with your request, the Subject proposed
Executive Order has been reviewed and the following comments
are submitted.
2. This office would urge that the Agency strongly support
the issuance of the proposed Executive Order. The deficiencies
in the existing regulations represent a serious threat to the security
of the United States and should be rectified as soon as possible.
