EDWARD P. MORGAN: "Central Intelligence Director John
MoCone briefed the Senate Foreign Relations Committee today.
Afterward, Chairman Fulbright called the political situation
in Saigon very distressing, though he discounted the possibility
of another government overthrow.
"Senator Fulbright also today re-introduced legislation to
control the swarm of lawyers and lobbyists retained,in Washington
by foreign governments. Similar legislation passed the Senate:,
last year, .was pigeon-holed in the House."
