4 February 1965
1. Tb* Director met with the Joint Committee on Atomic orgy
for approximately one hour today at two o'clock. Members present were:

Senator Bourke B. Hickenlooper
Senator Clinton P. Anderson

Representative Thomas C. Morris
A transcript was taken.
Z. In general the Director gave them our current analysis based
recent information of the 15 January Soviet test. The rector explained
that this was very sensitive information. Senator Hickenlooper stated that
bile it may be subject to different evaluations by other people he certainly
hat this was a deliberate violation of the test ban treaty by the

The Director also gave them the content of Ambassador Dobrynin a
oral statement on this matter and read them the proposed aide eemoire to
go to the Soviets. Senator Anderson and others expressed their deep
appreciation at the Director keeping the Committee fully and corny
informed.
