I have recommended **'your solution to the dissemination problem be followed with some repress tative of the Government Agency involved acting as a clearing agent on the security. I have also relayed your desire to publish "Inverse Gain Analysis" and re- commended that you be allowed to do so forthwith. I have also relayed your ? willingness to aid as an unpaid consultant on the two additional boxes. S. effort needs this information and soon. has suggested that he and present a joint paper to the Department of Defense at their Fourth Annual Symposium on Electronic Warfare to be held at the University of Michigan on September 30th, October 1 and 2, 1959. This meeting is a SECRET level meeting. Bill would write the paper, give credit to the Air Force for support of the project and Granger Associates as the Company under which the work was carried out, and clear the paper with whomever you should designate for security matters. The paper would then be read verbatim. This is not uncommon at a classified meeting. I expect to attend this meeting. I recommend this as a solution to the problem of dissemination. Action should betaken soon since the paper must be cleared by you and submitted to the University of Michigan by 1 June 1959. What is your desire? Bill has asked also if they could release a study paper that they produced while doing this work. It is entitled, "Inverse Gain Analysis". I have examined the paper and find no security problem. The paper deals with theoretical matters that could have been considered by anyone interested in ECM matters. How can we release this paper? He will publish as soon as someone of us gives him an approval. Bill has offered to be consultant on the production phase of the boxes. It is believed wisest to publish one paper only, i. e., one that includes the theoretical study "Inverse Gain Analysis" disscussed in Para. 4 of reference letter as well as the box description and tests. This paper would be published as detailed in paragraph 2 and three of reference. and I believe that we should review the paper before publication for technical comment back to the authors. In accordance with this, has started to compose the paper in order that the paper can be through our hands here on the West Coast at the earliest possible date. It is estimated that you will have the paper by 15 May for final security approval.
