1. The referenced document contains a proposal for
U-2 reconnaissance of South Vietnam. It was considered by
the Special Group on 23 Januar 1964 when approval was delayed
pending a report by the team being sent to Saigon.
2. The team briefed Ambassador Lodge and appropriate
members of the command whereupon the Ambassador urged that
i hts begin at once and without a visin t Me- T ou" Vietnam
government.
3. RECOMMENDATION:
That approval be given for sufficient missions
to accomplish complete photographic coverage
of South Vietnam.
