SUBJECT: Reactions of DD/S&T Offices to Value
of '- Committee " 25X1 A
215X1AI,ive Offices addressed themselves to the subject of
the *00 Committee, the opinion of OCS not having been
solicite All five Office submissions are attached.
2. OEL, OSA, and FMSAC present no substantive obser-
vations. In all three cases, the Offices have had either no
or insufficient relationship with the - Committee to 25X1A
warrant meaningful opinions.
3. OSI and ORD have both submitted thoughtful comments25X1A
They address themselves not only to the as
currently established, but further address themselves to the
possibility that the cognizance of this Committee be extended
to the entire intelligence community. Both memoranda are
relatively brief and little point is served in preparing
precis of them for you.
4. The ORD and OSI memoranda appear as Attachment A
and the other three as Attachment B.
5. In the meantime, there remains to be handled the
issue of perpetuating the charter, within the Agency regula-
tory system, of the Scientific Advisory Board. Attachment C
contains the charter which expired on 1 August 1964, a memo-
randum from Kirkpatrick's office dated 30 July bearing on the
matter, and a memorandum from Mr. addressing himself 25X1A
to this issue.
