The Director-General of Saudi Press, Information & Broadcasting
was extremely cooperative, promising to forward to the Part-time PO
at the EMbassy copies of everything published by the Government.
Asbahani and Diya2 gave samples of practically all their publications
to the RPO. No Soviet or Soviet Bloc publications could be seen
anywhere in Saudi Arabia. Most available publications in Jidda, in-
cluding dailies and periodicals, are from the UAR and Lebanon.

Practically nothing is published privately in Kuwait. All pUbli-
cations are issued by the Government of Kuwait. Shayth Badr informed
the RPO that the Press Law has been passed and within the next week
(approximately March 11) seven dailies and weeklies, already approved,
will be announced. The Consulate said that he would report on them.
Badr gave samples of his department's publications to the RPO and was
extremely cordial. Re also presented him with three copies of Lillian--
thal!s "There Goes the Middle East," which the Kuwaiti Government appears
to be handing out as a gift.

Basra has no bookstores other than those mentioned above, but can
boast of many sidewalk newestamds featuring newspapers, periodicals,
and cheap books.

D. Comments
The RPO, accompanied by Messrs, Munn and Adams, spent two
mornings seeing various officials of the Foreign Ministry and
Ministry of Education (as listed above). Great effort was expended
in obtaining textbooks presently used at all school levels, plus vari-
ous government publications. The officials promised to deliver the
textbooks to Mr. Adams that weekend (March 11, 12) for pouching to
the Department. In order to effect the acquisition of government
publications and textbooks, the RPO sent a formal note to the Foreign
Ministry and a letter, copy of which is attached (Attachment C), was
to be hand-earried by Kr. Adams when he picked up the promised ma-
terial. The RPO also visited. the Central Library of Baghdad Uni-
versity. This institution is the depository for all government pub-
lications, some of which be was able to obtain here. One particular
publication which is believed to be of utmost interest and which, Vaa
airmailed to the Department, is entitled "Communications and. Bridges
of Iraq." Lists of publications available for exchange and theses
available at Baghdad University Central Library are attached (Attach-
ments D and E).
This visit to the various offices of the Education, Ministry,
aside from being fruitful to the publication acquisition operation,
uncovered a significant fact, according to Mr. Munn, which is that
the new officers are all newly-appointed to the positions, replacing
the Communists who have been purged from the Ministry of Education.
A separate report on this will be forthcoming by Mr. Munn.
Another indication that the Communists are losing favor in Baghdad
is the few Communist publications available. This is in contrast to
the tremendous amount of Communist material noted by the RPO on his
last visit to this city over a year ago.
VII. LEBANON - Beirut
Bince the MB:lbw:lame ill at Beirut, no formal trip report was forwarded
for this post. The following comments were contained in a recent letter
from hie:
"As for Beirut, it seems to be fortiamgabead rapidly in the pub-
lications field. Many new publications were purchased there and have
been sent. Of course, Beirut, as you well know, offers all sorts
of pocket-book series, etc. A great amount of the output of the new
publications seems to be translations of American and European his-
torical, biographic, political, and scientific works."

Dear Dr. Elias:
With reference to our conversation of March 70 1961, I wish to thank
you for your assistance and cooperation. It was indeed fortunate that
Dr. Nasir al-Nani, Director General of Public Relations at the Foreign Ministry,
referred me to you for help in our program of broadening American understanding
of Iraq and the Arab countries, and of studying the ways in which we might
be of assistance in encouraging the publication of technical, scientific and
vocational text and reference material in forms which may be of greater assis-
tance to all Arab educational institutions.
As I mentioned, the Publications Department of the Department of State,
Which works closely with the Library of Congress and other similar inatitu-
tions, vill greatly appreciate receiving copies of the text books being used
currently in Iraqi primary, intermediate and secondary schools. These will
be made available to scholars and others in the general interest of encour-
aging understanding, but perhaps more importantly, a study of these and
similar materials from other Arab countries will enable us to determine where
and bow we Can be of the most assistance in producing low-cost text and ref-
erence material tailored to be of use to students in the Middle East, with-
out duplicating the materials which you and others may already have prepared.
Copies of the textbooks in duplicate if possible, will be picked up by my
local assistant, Mr. Adams, who will see that they are promptly forwarded to
Washington.
One of your officials asked whether or not my request was "official."
I assure you that it is. Not only does the Cultural Agreement between our
countries provide for and encourage the exiChange of such materials, but also
my first act upon arrival in Baghdad was to present myself in my official
capacity of Regional Publications Officer at the Foreign Ministry, where I
explained tne purpose of my visit to Dr. Rani and was assured of his coopersm
tion. The Eibassy in Baghdad is sending the Foreign Ministry a formal note
on the matter in addition, since calls on other Ministries and offices will
be made.
