(Ymo ort: 7.9) Approved Fore 2001/08/28 : CIA-RDP 8-00069A00010d270015-3 Pursuant to the Agricultural Trade Development and Assistance Act of 1954 as Section 104(n), Public Law 480, the Library of Congress requests an appropriation for the fiscal year 1960 of foreign currencies in the amount of $8,999,000 to be available until expended for financing under the direction of the Librarian of Congress, in consultation with the National Science Foundation and other interested agencies, the establishment of programs in eight M foreign countries. The purpose of these programs would be to provide for the analysis and evaluation of foreign books, periodicals, and other materials to determine whether they would provide information of technical, scientific, cultural or educational significance in the United States; to register, index, bind, reproduce, catalog, abstract, translate, and dis- seminate books, periodicals, and related materials determined to have such significance; and to acquire such books, periodicals, and other materials, and to deposit them in libraries and research centers in the United States specializing in the areas to which ~-hsy relate. The Library proposes to continua and expand programs established during 1959 in Taiwan, Israel, India, and France, and to establish programs in Finland, Poland, Spain, and Yugoslavia. Acquisitions Based upon the Library's knowledge of the product of the presses of these countries and the requirements of other Federal agencies and the research libraries in the United States, Approved For Release 2001/08/28 : CIA-RDP68-00069AO00100270015-3 $4,401,000 will be needed to purchase publications in multiple sets and to defray the costs of travel, salaries, transportation, communications, binding, etc., incidental thereto. In the main, these will be publications issued in the countries where the programs are centered, but it is expected that in all eight countries publications issued elsewhere may be purchased when it appears to be in the interest of the United States to do so. Cate_loainst The sum of $955,000 is requested in order to catalog 137,000 titles (including books, pamphlets, and other library materials) and to pay the costs of reproducing the catalog cards in multiple copies, travel, salaries, communications, transportation, etc., incidental thereto. It is proposed to accomplish the cataloging with trained native personnel under the general supervision of the staffs of the centers except in Finland, Poland, Spain, and Yugoslavia where it is planned that contracts will be made with local institutions for the product., Ab!tract_-ink and Translating for Library of Congress The sum of $1,199,000 is requested to support the abstracting and translating of current scientific and technical periodicals and other publications in Fiala d, France, Israel, Poland, Taiwan, and Yugoslavia. Except, for the cost of small liaison staffs, it is planned to use funds appropriated to secure the product through contracts with native organizations. Army The sum of $1,605,000 is requested to translate into English current materials on military and other technical subjects published throughout the world. it is planned to have' this work undertaken in Spain and Taiwan with the translation itself accomplished under contract, but with an adequate staff to provide for liaison, editing, and issuing the translations in multiple copies. Establishment of Centers The sum of $639,000 is requested to establish substantial centers in seven (7) countries (China (Taiwan), Finland, France, Israel, Poland, Spain, and Yugoslavia) and to expand the center in India. The Library proposes to establish these programs in the following countries: China (Taiwan) India Spain Finland Israel Yugoslavia France Poland Approved For Release_',2001/08/28: CIA-R In 1959, exploration and surveys would be conducted in all eight (8) countries, a -substantial center established in India, modest acquisitions programs initiated in Israel and Taiwan, abstracting and translating programs begun in France, Israel, and Taiwan, and arrange ments made to purchase equipment for a microfilm laboratory in Taiwan. It is anticipated that centers in the other countries would be established in 1960. Exploration and Survey The exploration and survey teams would be comprised of specialists in acquisition, cataloging, photoduplication, abstracting, indexing, translating. language and area, and various subject disciplines. It is estimated that the equivalent of $121,000 in foreign cur- rencies will be required for the necessary travel and per diem of the survey teams. Acquisitions Based upon the Library's knowledge of the product of the presses of these countries and the requirements of other Federal agencies and certain research libraries in the United States, $111,000 will be needed to purchase approximately 63,000 publications in multiple copies in India, Israel, and Taiwan (including books, pamphlets, maps, films, and other library materials) and to defray the costs of salaries, transportation. Communications, etc., incidental The sum of $48,000 will be needed to initiate the cataloging program in India in 1959, including the recruitment, and training of native catalogers. Abstracting and Translating To begin modest programs for translating and abstracting in English a selection of currently published scientific and technical publications in France. Israel, and Taiwan, $104,000 is requested. Establishment of Centers The sum requested is $355,000. Of this amount $313,000 is requested for use in purchasing furniture and other office equipment, equipment for a microfilm laboratory, and the rental and renovation of the required office space in India; $4,500 is requested for use in rental of office space and purchase of equipment for use by the small staff in Israel; and ..$37,500 is requested for use in the establishment and equipment of a microfilm laboratory on Taiwan.
