MEMORANDUM FOR The Secretaries of the Military Departments
The Chairman of the Joint Chiefs of Staff
SUBJECT: Peacetime Military Support of CIA Operations
References: a. JCSM-496-61, 29 July 1961
b. Secretary of Defense Memorandum for the
Chairman, JCS, subject: "Military Support of
Peacetime Operations of the Central Intelligence
Agency (S)," dated 7 August 1961
In accordance with the desires of the Secretary of Defense as
expressed in reference b., effective this date all matters involving
Department of Defense peacetime support of CIA operations will be
monitored directly by this office.
Matters of a routine nature will be handled directly between CIA
and established points of contact within the military services. Other
CIA peacetime support requirements will be channeled through this
office directly to the appropriate service or to the Joint Staff point
of contact depending upon the nature of the requirement. In order to
provide general guidance to the services and the Joint Staff, the
enclosures indicate the channels through which actions normally will
be processed and a categorization of anticipated actions. Since the
categorization is of such a highly sensitive nature, it is requested
that its handling be on a need-to-know basis only.
It is requested that action be tarn to amend or rescind imple-
menting instructions promulgated in connection with reference a. or
other directives which are not in consonance with the foregoing.
