SUBJECT:
Procedure for Handling the Closing of
Overseas Stations or Bases
1. This will confirm the oral remarks on the above
subject made at the Staff Meeting on Thursday, 9 April.
2. The Director desires to approve personally the
closing of any overseas Stations or Bases. A memorandum
seeking this approval should be presented for his signature
prior to any final decision.
3. In the initial stages of consultation with the
field on the desirability of closing a given Base, the
Divisions are requested to see that the Director is on the
distribution of outgoing and incoming cables. This will
permit him to follow the traffic and prepare him for whatever
action we may decide to recommend.
