the Inspector General rec manded "The DO/A and DO should
appoint a joint committee charged with the responaibilit- for
making a detailed study of the problems and requirements of
projects which have been ,riven blanket waivers and recommend
to the Director a method of aand33xa;g existing and future pro-
jects of this type."
