In accordance with your request, the following is submitted in regards to references (a) and W. The problem for consideration is whether or not personal effects can be shipped to a point other than the employee's overseas destination for the purpose of personal storage, 2. Under HR 22-11 (5), Agency regulations provide, "On transfers from a domestic post to a post abroad, effects may not be shipped to points other than the prospective post or the place of storage." Paragraph 22-lie (1) limits the place of storage to "the nearest adequate storage facility." 3. The "place of storage" covered in Agency regulation HR 22-111b (3), spec 4 i f i e!y, "Effects may be stored at a place of the employee's choosing, but this shall not be construed as authorizing shipment at Government expense to the place of storage." 4. The above raguiefl on is eased upon the authority contained in Section 4 of the CIA A-rt of 1949, as amended, which provides for the payment of transporting household and personal effects of an employee to his successive posts of duty.
