nature of an experiment presently
limited to crossings of the forth
Atlantic. The experience gained
froaa this experiment will undoubtedly
result in some modification or
expans3m of this program as well as
a refinement of the conditions and
stems for granting exceptions.

appropriate to consider delegating
authority for making exceptions to
(1) to (2);
