FORMAL AGENCY ESTIMATIVE PUBLICATION DEALING WITH CUBA DURING
THE PERIOD. DO NOT INCLUDE AGENCY CONTRIBUTIONS TO NIE'S OR
SNIE'S.
The principal activity of the DIA Office of Estimates with
respect to the arms buildup in Cuba consisted of contributions
to and participation in the series of regular and Special
National Intelligence Estimates relating to that buildup. (NIE
85-2-62 of 1 August, "The Situation and Prospects in Cuba"; SNIE
85-3-62, "The Military Buildup in Cuba" dated 19 September;
SNIE 11-17-62 "Implications for Soviet Policy of Strategic Missile
Deployment in Cuba" dated 17 October 62; SNIE 11-19-62 "Major
Consequences of Certain US Courses of Action in Cuba" and a
special USIB assessment "Evaluation of Offensive Threat in Cuba"
dated 21 October 1962). The following formal papers were provided
by the Latin American Division of the DIA Office of Estimates and
are submitted as Attachments (F3), (F4), and (F5);
(1) Analysis of the Cuban announcement regarding the build-
up of a Soviet "fishing port" was provided the Secretary of Defense
for his briefing of the President on 25 September.
(2) An estimate of the threat was furnished to the JCS for
the Intelligence portion of the Joint Strategic Capabilities Plan.
(3) A formal presentation on the Cuban military buildup was
presented to CINCLANT and STRICOM operational and logistics planners
in order to provide intelligence for a comprehensive reevaluation of
US contingency plans for Cuba.
