3. Preparation of New Assessment
of Soviet Forces, in. Cuba
(USIB-D-23. l/ 3, 18 April 1963,
limited distribution)
In connection with consideration of the above Watch Report, the
State member raised a question regarding the current assessment of Soviet
forces. in Cuba. Following discussion, during which it .was, noted that DIA
and CIA had both initiated new studies on this, subject, the Chairman proposed
and the Board concurred that CIA and DIA should prepare a new paper assessing
the status, of Soviet forces in. Cuba for presentation to USIB at its. next regular
meeting. The Acting CIA member suggested and the Board agreed that this
assessment should be concerned with what has happened and is happening, rather
than making an estimate of future developments. Mr. Cline also invited any
other USIB members who wish to have participation in the preparation of this
paper to notify his office as soon as possible.
4. Priority National Intelligence
Objectives (PNIOs)

Mr. Cline, as Chairman. of the Special PNIO Review Committee,
explained the background of the reference papers by that Committee, especially

the latter two which had been prepared in the.light of USIB action at its
10 July meeting. The Board.first discussed and agreed upon certain amend-
ments, in the revision of Appendices A and B of USIB-D-25. 1/6, circulated on
9 August.
Mr. Cline then. explained the new recommendation in USIB-D-25. 1/8
regarding a proposed procedure for reporting implementation of the PNIOs.
As to the "appropriate staff organization" referred to therein, he noted that
there were various alternatives such as the Executive Secretariat, a new
monitoring committee or the DCI Coordination Staff. He pointed out that this
was a matter for decision by the DCI working with the USIB.
Mr. McCone said that the general approach in this recommendation
was proper but that he wished to think further about the appropriate staff
organization. General Carroll was, in total accord with the recommendation
but he did not believe that the staff function was. either a secretariat or a
compilation job. He noted that, while. the DCI has the paramount responsibility,
all other USIB members have related responsibilities. He therefore suggested
the possibility of either creating another USIB committee or of augmenting the
DCI Coordination Staff with representatives of the USIB members. General
Blake questioned whether the proposed committee reports. should not be
supplemented by agency reports. He said that he would find it useful, perhaps
through. an Executive Session of USIB once a year, to have some understanding
of what is going on in the other USIB agencies.
The Chairman stated that he would make a proposal to the Board
regarding an appropriate staff organization.
The Navy member suggested, and the Chairman and other members
agreed, that USIB should express-its . appreciation, and gratitude to the Special
Committee for the long and tough job which it had performed so well. Mr.
McCone thought it was a very good job and that the last recommendation of the
Committee could develop into a program which.would give USIB a management
tool which it has long been. lacking.

b. Adopted Appendix A (Rev.), USIB-D-25. 1/6, 9 August
1963, as DCID No. 1/3, subject to the following, amendments on page 15-
(1) Delete paragraph 5 of the FOREWORD.
(2) Place an asterisk after "OBJECTIVES" and add
the following footnote thereto: "* While this list of objectives
is. not intended to have internal priority arrangement, primary
emphasis must continue to be given to those objectives. which
are so critical as to pose an immediate and continuing military
threat to the security of the United States. "
c. Adopted Appendix B (Rev. ), USIB-D-25. 1/6, 9 August
1963 as an initial Supplement to the above revision of DCID No. 1/3, subject
to the addition on page 19 of a new paragraph 2 (renumbering subsequent
paragraphs. accordingly), as proposed by the DIA member and editorally
reworded by Mr. Montague as follows:
d. Assigned to the Board of National Estimates, in coordination
with USIB representatives, continuing responsibility for submitting to USIB an
annual revision of DCID No. 1/3 and a quarterly supplement similar to the
initial one adopted.

e. Requested the USIB committees concerned (EIC, GMAIC,
JAEIC, SIC, COMOR, IPC, SIGINT and CCPC) to report to the USIB
major modifications in procedures adopted and significant changes in
.actions taken or planned to discharge their responsibilities with respect
to the implementation of DCID No. 1 /3 pursuant to their respective
Charters, as soon as feasible following the issuance of each new DCID
and quarterly supplement. To assist in consideration of these reports,
it was suggested that USIB designate an appropriate staff organization
which would, in(consultation with USIB member agencies and the committees
concerned-
(1) Develop instructions for the preparation of the requested
committee reports, in order to make them generally comparable
and compatible.
(2) Prepare a covering report to USIB that would facilitate
Board action on the committee reports by summarizing, rearranging
and highlighting the important material and by making any additional
observations for USIB consideration.
(3) , Study and report to USIB as to the advisability of requesting
supplementary reports from any of the USIB member agencies, beyond
the reports submitted by the committees.
f. Noted that the DCI would make a proposal to USIB as to the
"appropriate staff organization" referred to in e. above.
5. National Intelligence
Survey (NI S) Program

After Mr. Cline had explained the revision of paragraph 9 of the
Statement in the Attachment to USIB-D-51. 1/6, which he and General
Quinn had agreed upon as circulated by USIB -D-51. 1/7, the Board discussed
the meaning of the proposed assignment of responsibility to CIA for- "general

management" of the NIS Program, and how it was intended to affect the
other assignments in that Statement. Mr. Cline said that it meant that
CIA would be responsible for presenting coordinated program recommenda-
tions to the NIS Committee. . Mr. McCone said that he would accept any
appropriate wording but that he wanted some one place which he could hold
responsible. . The State member noted that other agencies, in addition to
CIA, have the responsibility for management of their parts of the NIS Program.
General Carroll commented that there was an inconsistency between the
assignment of general management responsibility to CIA, and the other
assignments of responsibilities. specified in the paper, for example would
the NIS Committee be responsible to USIB as specified or to CIA.
After further discussion, it was agreed that the words "general
management" should be changed to "general administration".
With the revisions of paragraph 9 of the statement as agreed at this
meeting, the USIB approved the recommendations of the DCI Coordination
Staff in USIB-D-51. 1 6 amended as follows:
a. Approved, for implementation as stated therein, the statement
in the Attachment to USIB-D-51. 1/6 entitled: "Concept, Direction and
Management of the National Intelligence Survey (NIS) Program and
Coordination with Other Programs of Basic Intelligence, " subject to revision
of the introductory wording of paragraph 9 to read as follows:
"9.. The NIS Committee assists the USIB in carrying
out its responsibilities for the NIS Program and is responsible
to the USIB. The NIS Committee consists of a designated
representative from the Department of State, the Central
Intelligence Agency (CIA), the Defense Intelligence Agency
(DIA), and the Departments of Army, Navy and Air Force,
The representative of the CIA is the Chairman of the
Committee. Other departments and agencies may be invited.
to participate in the work of the NIS Committee as agreed by
the Committee. CIA is responsible for general administration
of the NIS Program and shall provide appropriate administrative
and secretarial support to the Committee and its Chairman as a
service of common concern. , In carrying out its responsibilities
to the USIB, the NIS Committee shall:"

b. Directed the reconstituted NIS Committee to reorient
the NIS Program in accordance with the approved statement and
submit to USIB, within six months, a report of progress made,
problems encountered, and major shifts in Program emphasis.
