1. -Welcome to Rear Admiral
Rufus L. Taylor, USN
On behalf of the members, the Chairman welcomed Rear Admiral
Taylor as the new Navy member and congratulated the Admiral on his
recent promotion.
Mr. McCone also introduced retired Ambassado
who had recently ' the Board of National Estimates, and
announced that Ambassador would also join the
BNE later this year.

4. Priority National Intelligence
Objectives (PNIOs)

In view of the temporary absence of Mr.. Cline, who was Chairman
of the special committee which produced this study, the Chairman requested
that Board consideration of USIB-D-25. 1/6 be deferred pending,Mr. Cline's
return.
5. The Impact of Sino-Soviet
Dispute on North Vietnam
and Its Policies

a, After discussion, USIB approved the subject estimate and the Post-
Mortem as submitted.

b. During discussion of the Post-Mortem, the Chairman urged
members to take appropriate action in response to the request contained
in paragraph 3 thereof.
c. No member raised objection to the release of this estimate to
USIA.
6. Likelihood and Consequences
of a Proliferation of Nuclear
Weapons Systems
(NIE 4-63)
USIB approved NIE 4-63 as amended, subject to telephonic concurrence
of additional paragraphs which are to be drafted by the Board of National
Estimates.
(NIE 22-63)
a. After discussion of those paragraphs dealing with social changes
in the French situation, the Board approved NIE 22-63 as amended.
b. No member raised objection to the release of this estimate to
USIA.

EXECUTIVE SESSION
The Chairman convened the Board in Executive Session at 1150,
during which the following items were considered, in addition to a briefing
by the Deputy Director (Plans), CIA, regarding certain Soviet espionage
cases in foreign countries.
10. Procedure for Responding to
White House Memorandum
Regarding Certain United
States Foreign Intelligence
Objectives
(USIB -M-275, item 5)
a. Mr. McCone noted that the memorandum from Mr. McGeorge
Bundy, dated 17 June (which was distributed at the 18 June meeting) called
upon the Chairman of USIB to take the lead in preparing an integrated report,
as well as including any specific recommendations by the heads of the several
intelligence agencies. He proposed the creation-of a steering committee to
develop the required report., The Board discussed questions regarding the
background of the Objectives, their relation to actions already being taken by
the intelligence community, and alternative procedures for responding to
the White House request.
b. Following discussion, the Board agreed on the following procedure,
which is similar in many respects to the procedure adopted for the previous
review of intelligence activities. relating to the Cuban situation (USIB-M-244,
Item 1).
(1) A steering committee, chaired by Mr. McCone with General
Carter, General Carroll, Mr. Hughes and General Blake as members, will
be established to supervise the development of an appropriate response and
the preparation of the required report for consideration by USIB prior to
15 September.

(2) The development of an appropriate response to each of the
Objectives will be assigned to the following established community
mechansims:
(a) Objectives 1 and ,Z - Watch Committee with appropriate
military service participation.
(b) Objective 3 - Committee on Documentation.
(c) Objective 4 - Board of National Estimates and the USIB
representatives, assisted as appropriate by a group of senior consultants
being established under CIA auspices.
(d) Objective 5 - The PNIO Review Committee for recommendation
in connection with USIB consideration of its report (USIB -D-25. 1/6).
(e) Objective 6 - Interagency Clandestine Collection Priorities
Committee.
(3) Under the supervision of the steering committee, a working group,
chaired by the Inspector General of CIA with representatives of the other
steering committee members, will be established to perform the following
functions:
(4) Coordinate and provide guidance to the mechanisms specified
in (2) above in developing their respective responses, and in preparing their
contributions to the required integrated report.
(b) , Obtaining any specific recommendations which the heads of
the several intelligence agencies may wish to submit for inblusion in the
required report.
(c) Drafting for consideration by the steering committee the
required report to the White House, based upon the results of (a) and (b)
above.

11. Recent U-2 Aborts
Over Cuba
The Chairman informed the members of recent correspondence on
the subject between the Secretary of Defense and the DCI. Mr. McCone
indicated that in the event of future occurrences of this sort he would like
to participate in discussions with the Secretary of Defense and the Joint
Chiefs of Staff on this matter, in view of his responsibility as DCI regarding
the acquisition of intelligence.
After a discussion concerning means of reducing interference with
these flights, the Chairman requested the DIA member to follow closely
developments in this regard.

On 23 June 1963 USIB approved the joint USIB Committee on Documenta-
tion (CODIB) and SIGINT Committee recommendations contained in paragraphs
2. b. , 3. b. , and 4. b. of the inclosure to subject document.
As of 23 June 1963 all USIB members had concurred in the amplification
of subject paper as proposed by the NIS Committee. A revision of the
"Procedures" incorporating this new provision will be issued by the USIB
Secretariat.
